According to reports from the Los Angeles Times, the bill mandates that AI companions must disclose they’re not human, intervene when users express self-harm, limit sexualized interactions with minors, and publish their crisis-response protocols.

From Intelligence to Integrity

What makes this legislation noteworthy isn’t just its requirements, but its underlying philosophy. It treats the emotional and psychological dimensions of human-AI interaction as core design considerations rather than accidental side effects. As researchers at UC Berkeley’s Center for Human-Compatible AI have argued, we’re entering an era where artificial integrity may matter more than artificial intelligence.

The timing appears significant. We’ve already seen tragic cases where the absence of such safeguards proved fatal. The Automotive Parallel

Industry observers note this follows a familiar pattern in technological adoption. “Cars weren’t invented with seatbelts, and airplanes didn’t launch with comprehensive safety protocols,” notes one technology ethicist who spoke on background. “We only implement fundamental safety measures when the consequences of not having them become morally unbearable.”

What’s different here is that we’re not waiting for decades of casualties to accumulate. The legislation recognizes that AI systems designed to provide companionship, emotional support, or simulated intimacy inherit corresponding duties of care. Still, experts caution this is merely a starting point. The law primarily addresses catastrophic failure scenarios—suicide prevention and child protection—while leaving broader questions about emotional dependency and psychological manipulation largely untouched.

According to analysis from Berkeley researchers, the legislation doesn’t yet confront the “slow, ambient harms” that relational AI can generate daily. It doesn’t meaningfully constrain business models built on emotional capture or the monetization of loneliness. Nor does it establish rights against psychological profiling for persuasion or require systems to de-escalate addictive attachment dynamics.

What comes next, according to industry watchers, will be even more challenging: defining what ongoing auditability of “emotional safety” looks like in practice, and determining where to draw the line between acceptable companionship and unacceptable manipulation.

Meanwhile, the legislation’s passage signals that society is beginning to demand AI systems that protect human agency and dignity, not just optimize for engagement metrics. As one tech policy expert observed, “We’re finally asking not just what AI can do, but what kind of relationships with AI we’re willing to accept.”
