South Africa’s railway network has recorded its lowest fatality rate in five years despite facing significant operational and security challenges, according to the Railway Safety Regulator’s latest annual report. The regulator documented 81 fatalities during the reporting period, representing the lowest figure in half a decade, while safety-related occurrences decreased by 7.2% to 9,200 incidents.

Injury Rates and Operational Incidents Raise Concerns

Despite the improvement in fatalities, the report indicates that injuries increased to 336, marking the highest level in five years. Operational safety incidents rose by 10.9%, now sitting above the five-year average. Analysts suggest that infrastructure deterioration and signaling failures primarily drove this increase, highlighting systemic maintenance challenges facing the rail sector.

Breakdown of Key Operational Incidents

The report identifies collisions, derailments, fires, pantograph hook-ups, and incidents involving persons struck by trains as the top five operational safety concerns. Sources indicate that most derailments occurred at low speeds within yards, sidings, and port terminals, while fires were frequently linked to veld conditions and electrical faults. Several collisions reportedly involved stray animals or vehicles on tracks.

The sharp increase in pantograph hook-ups revealed heightened vulnerability of electrical infrastructure, often tied to theft and asset degradation according to the regulator’s assessment. This type of incident typically occurs when the pantograph—the apparatus that collects power from overhead lines—becomes entangled or damaged, disrupting electrical supply to trains.

Security Incidents Dominate Safety Landscape

Security-related occurrences accounted for a staggering 70% of all reported incidents, dominating the railway safety environment. While asset theft declined by 17%, personal safety concerns, crowd-related disruptions and vandalism remain persistent threats according to the regulator’s findings. The report suggests these security challenges continue to undermine broader safety improvements.

Regional Distribution and Operator Performance

KwaZulu-Natal recorded the highest number of incidents geographically, while Gauteng, Mpumalanga and the Western Cape collectively accounted for the majority of fatalities and injuries. In terms of operator performance, the Passenger Rail Agency of South Africa recorded a 94% increase in ridership figures, driven by its Rail Corridor Recovery Programme and the re-signalling of the Mabopane corridor., according to expert analysis
